What does the "00" on the bag actually mean?
It is an Italian milling grade, not a quality rating and not a protein rating. Italian flour is classified by how much of the wheat grain's outer layers survive milling, measured as ash content, which is the mineral residue left after a sample is burned. The scale runs 00, 0, 1, 2 and wholemeal, from most refined to least. A flour sold as 00 must sit at or below 0.55 percent ash, which makes it the whitest and most finely ground grade in common use.
That is the entire legal meaning. A 00 flour can be weak or strong, cheap or expensive, meant for cakes or meant for pizza, and Italian mills sell all of those. What you actually want is a 00 sold specifically for pizza, which adds two things the grade alone does not guarantee: enough protein to survive a long fermentation, and a formulation tuned for very high heat. Why does 00 flour work at 900F and fail at 550F?
Browning is a race between two processes. The surface of the dough has to dry out enough for colour reactions to run, and those reactions need sugars and amino acids to work on. Whichever process wins decides whether you get a blistered, spotted crust or a pale, dry board.

Four 250 g balls, so 1,000 g of total dough, at 60 percent hydration, 2.5 percent salt and 0.1 percent instant dry yeast for a 24 hour ferment. Total percentage is 162.6, so flour is 1,000 divided by 1.626, which is 615.0 g. Water is 615.0 times 0.60, which is 369.0 g. Salt is 15.4 g. Yeast is 0.6 g. Those four add back to 1,000.0 g, which is the check to run on any dough table you are handed.
That is a dry dough by home baking standards and it should be. At 900F a wetter dough steams itself before the base sets, and 58 to 62 percent is the range that behaves properly in that window. Each 250 g ball opens to about 11 to 12 inches, which is a little over 2.2 g of dough per square inch of pizza area, the standard Neapolitan density. Weighing 0.6 g of yeast is not something anybody does by eye, so a 0.1 g resolution scale is the prerequisite for this formula rather than a nice extra. Volume measures of flour vary by up to 20 percent between two people scooping from the same bag, which is enough to move a dough from 60 percent hydration to 50 without anybody noticing.
What does a bread flour New York dough look like in numbers?
Four 400 g balls for 14 inch pizzas, so 1,600 g of total dough, at 63 percent hydration, 2.5 percent salt, 0.15 percent instant dry yeast, 2 percent oil and 1 percent sugar. Total percentage is 168.65, so flour is 1,600 divided by 1.6865, which is 948.7 g. Water is 597.7 g, salt is 23.7 g, yeast is 1.4 g, oil is 19.0 g and sugar is 9.5 g. Add those six together and you get 1,600.0 g.
The oil and sugar are the parts that look wrong to anyone coming from Neapolitan dough, and both are there for the same reason: a five to eight minute bake. Oil keeps the base pliable through a long time in the oven so the slice folds rather than snapping. Sugar accelerates browning at a temperature where browning is otherwise slow. Does flour choice change how long you can ferment?
Yes, and it is the second most useful thing on this page after the temperature rule. Gluten strength is what lets a dough hold structure while enzymes and acids slowly take it apart, so the flour sets a ceiling on how long a schedule you can run before the dough turns slack and tears at the peel.

What about all purpose, high gluten and self rising flour?
All purpose flour sits at roughly 10 to 12 percent protein and is coarser than either flour on this page. It makes perfectly acceptable pizza on a same day schedule, and it starts to struggle on anything longer, because a weaker gluten network degrades over a 48 hour ferment and the dough goes slack and tears when you open it. High gluten flour, at roughly 13.5 to 14.5 percent protein, is what many American pizzerias use for New York style. It produces a distinctly chewier, more elastic crust and it needs a wetter dough and a longer rest to become workable. Self rising flour has chemical leavening and salt already in it and has no place in pizza dough at all.
