Yes, and the arithmetic is a straight weighted average. Blend protein equals the sum of each flour weight multiplied by its protein, divided by the total flour weight. Two hundred grams of 14.2 percent high gluten mixed with 400 g of 10.5 percent all purpose gives (200 times 14.2 plus 400 times 10.5) divided by 600, which is 11.7 percent. Blending works in the other direction too. Adding 10 to 30 percent whole wheat to a 12.7 percent bread flour raises the stated protein but lowers the effective strength, because bran fragments cut through gluten strands like tiny blades. Expect a blend with 25 percent whole wheat to behave roughly like a flour two points lower in protein, and raise hydration by about 5 points to compensate for the bran soaking up water.
Semolina is its own case. Semola rimacinata at around 13 percent protein makes a firm, yellow, faintly nutty dough at 10 to 30 percent of total flour, and it is also the best thing to dust a peel with because the coarse grind rolls under the dough instead of hydrating into paste.
